Hate Crimes Bill
Passes House

Washington (JTA) —
Legislation that would in-
crease the penalties imposed
for hate crimes received a
major boost as the House of
Representatives easily pass-
ed the Hate Crimes Sentenc-
ing Enhancement Act.
The bill, long supported by
Jewish organizations, would
give federal judges the abil-
ity to impose longer prison
terms for criminals
motivated by a victim's race,
religion, nationality, gender
or sexual orientation.
"The number of hate
crimes keeps going up, and
that's why we've got to give
law enforcement better tools
to fight back," said Rep.
Charles Schumer, D-N.Y.,
who sponsored the bill.
"Society has to stand up to
those hate-mongers who are
trying to tear us apart," Mr.
Schumer said.
The bill now goes to the
Senate, which defeated a
similar bill introduced last
year.
Supporters of the bill
believe that the version in-
troduced this year carries
more weight than last year's
version in light of a recent
Supreme Court decision that
upheld the constitutionality
of a Wisconsin hate crimes
law.
The Wisconsin law, upheld
by the court in Wisconsin vs.
Mitchell, was based upon a
model hate crimes statute
authored by the Anti-
Defamation League.
"We believe increasing
penalties for federal crimes
motivated by prejudice will
have a deterrent impact —
and send the message to
perpetrators and victims
that society will not tolerate
these odious crimes," the
ADL said.
