year term on the Region 3
Advisory Board for the
Resolution Trust Corporation,
the agency of the Thrift
Depositor Protection
Oversight Board that is
charged with cleaning up the
country's savings and loans.
The regional advisory
boards were established under
the Financial Institutions
Reform, Recovery and
Enforcement Act of 1989 to
provide advice to the RTC on
the disposition of real estate
assets from the nation's failed
savings and loans. The five-
member boards meet four
times a year.
Region 3 represents
Michigan and 20 other states.
The board is scheduled to
meet Sept. 28 in Kansas City,
Mo.
A former special assistant
attorney general for the state
of Michigan, Mr. Kramer
served as a director and officer
for many non-profit organiza-
tions, including the Michigan
Export Development
Authority and the Jewish
Federation of Metropolitan
Detroit.

busy touting his new neuro-
logical practice at Beaumont
Hospital. This month, he is
busy developing computer
software for the analysis of
biomedical signals and nerve
and muscle activity.
The company he founded,
Nervous Systems Inc., has
been awarded a $50,000 small
business research contract
from the National Institute of
Mental Health to develop a
feasibility study for a small,
portable computer-based sys-
tem for electrophysiology, oth-
erwise known as EEG and
EMG.
After the initial study is fin-
ished, Dr. Spitzer could
receive up to $600,000 in fed-
eral funds to complete the pro-
ject.
