Despite these difficulties
Israelis are not curtailing
trade efforts in the region. To
date, Israel exports approx-
imately $50 million in con-
sumer goods and agricultural
equipment to Central Asia.
These include the products of
Osem (food), Vishey (elec-
tronics), Emek (textiles), and
Rogozin Enterprises (raw
materials for tires). Behind
the scenes, the Israel Export
Institute has also had a hand
in orchestrating business
deals. Through its initiative,
over the next 10 years a
significant portion of Kazakh-
stan's telecommunications
equipment will be jointly sup-
plied by AT&T and an Israeli
consortium consisting of
Tadiran, Bezek, Digital
Israel, Motorola, RAD, and
E.C.I. Telecommunications.
It all sounds promising, yet
Benny Naividel insists that
Israel is missing the boat.
"Our business transactions
are not proceeding at the pace
of our German, American and
Japanese colleagues who
have governmental backing.
We're just selling products
and know-how. Sure, Israel
has a lot to offer. After all,
there are certain areas (such
as agriculture) where we are
world leaders."
But not all are so pessi-
mistic. Netafim's Udi Tzur re-
jects Mr. Naividel's assess-
ment. "In the long term the
region remains full of poten-
tial for us. But you can't look
at the area as one inclusive
whole. Our business acumen
will depend on correctly as-
sessing each country's poten-
tial individually."
Although Central Asia is
not the Wild West, a parallel
can be drawn in its promise
for business development and
expansioin. Israel would do
well to reflect on its own
pioneering spirit when set-
ting up shop in the region. ❑

Is Considered
New York (JTA) — Presi-
dent Clinton has renewed
his campaign pledge to con-
sider the case of Jonathan
Pollard, the former U.S.
Navy analyst now serving a
life sentence for passing
military secrets to Israel.
Responding to a letter re-
questing clemency for Mr.
Pollard, sent by Abe Plotkin
of Scranton., Pa., Mr. Clinton
wrote that he was waiting
for the Justice Department
to review the case and rec-
ommend a course of action. ❑
