creasingly linked to its ability
to trade with its next-nearest
neighbors in Europe.
Relative to its size, Israel
spends more on research and
development — about one-
third of gross domestic product
— than any other Western
country and by 1995 it will have
a higher ratio of scientists to
population than any other coun-
try on earth.
At the same time, Israeli of-
ficials are now painfully aware
that despite recent investment
by such states as Japan, China,
India and South Korea, the Eu-
ropean market will be of vital
importance to sustained eco-
nomic growth, currently run-
ning at an annual rate of 6
percent.

Europe will remain the ma-
jor foreign market for Israel's
agricultural produce and its
willingness to invest in Israel
and purchase its sophisticated
high-tech output may deter-
mine the viability of its research
and development.
However, officials in Brussels
emphasize that Europe's atti-
tude to Israel is firmly anchored
in a twin-track approach.
"While Israel is a Western in-
dustrial economy," said one se-
nior source, "it is also part of the
Middle East landscape.
"Israel's economic integration
into the European marketplace,
therefore, will be determined by
its political integration into the
Middle East neighborhood." ❑

PLO Leadership
Seen In Disarray

Jerusalem (JTA) — With the
peace talks scheduled to
reconvene in Washington
next week, there are numer-
ous indications that the
Palestine Liberation Organ-
ization's top leadership is in
disarray.
Two top PLO officials have
resigned their posts this
month, and there have been
numerous calls from the
organization's leadership for
Yassir Arafat to resign as
chairman or share his deci-
sion-making powers.
A report of the latest call
for Mr. Arafat's ouster was
broadcast on Radio Monte
Carlo, a usually reliable sta-
tion specializing in Arab af-
fairs that broadcasts from
Paris.
According to the report,
Faisal Husseini, the chief
Palestinian negotiator for
the peace talks, has
challenged Mr. Arafat's
leadership and called for a
new organizing body to pre-
vent the downfall of the
PLO. Mr. Husseini re-
portedly made the statement
earlier in the West Bank
town of Hebron.
But senior members of the
Palestinian delegation to the
peace talks denied the
report.
Mr. Husseini is presently
out of the country, but Saeb
Erekat, his close associate
and a delegate to the peace
talks himself, said it was
'ridiculous to attribute such a
statement to Mr. Husseini.
While that report has been
denied, recent events give
credence to reports that the
PLO leadership is deeply
split.

the PLO executive com-
mittee —Mahmoud Dar-
wish, a poet and close ad-
viser to Mr. Arafat, and
Shafik al-Hout, the PLO's
longtime representative in
Lebanon — have resigned in
protest over what they
perceive as Mr. Arafat's
"moderate" policy toward
Israel.
Lt. Col. Munir Maqdah,
commander in Lebanon of a
military branch of the PLO's
mainstream Fatah move-
ment, said that Mr. Arafat
should step down. Lt. Col.
Maqdah reportedly was re-
sponding to the grievances of
his fighters, who have been
disarmed and remain un-
paid.
Khaled al-Hassan, one of
Fatah's founders, called on
Mr. Arafat to share his
broad powers and form a col-
lective PLO leadership.
