more active role in the peace
process, saying that the body
had "much to offer in terms of
its experience in regional inte-
gration."
Many EC member-states are
mired in recession, but in con-
trast to the United States, he
predicted, "they will find the
money to assist the region."
Israeli Prime Minister
Yitzhak Rabin has already
lashed out at the EC for dis-
criminating against Israel and
failing to upgrade their joint
economic accord for almost two
decades.
It was unacceptable, he said,
that Israel was running such a
large annual trade deficit with
the EC.
"It is worth remembering
that $1 billion worth of addi-
tional exports means more than
20,000 productive jobs [in Is-
rael] and also increases our
gross domestic product," Mr.
Rabin said.
"It is incredible that this
agreement has not been updat-
ed for 18 years. In my opinion,
Israel is being discriminated
against compared with other
countries that are not EC mem-
bers.
"This kind of trade deficit is
unacceptable for a prolonged pe-
riod," he added, "and we must
find a way of resolving the prob-
lem."
That may be easier said than
done. While Brussels is clearly
relieved to be dealing with a
more politically pliant Labor
rather than a Likud govern-
ment in Israel, its response to
Mr. Rabin's style of impatient
plain speaking is both petty and
pained.
Mr. Rabin, unlike his fran-
cophile Foreign Minister Shi-
mon Peres, was tutored by
Washington and is clearly dis-
dainful of Europe's perception
of its political importance and
its aspirations to become a ma-
jor league player with the
United States in international
diplomacy.
The EC official complained
bitterly of Mr. Rabin's "rough
language" toward Europe, cit-
ing his recent remarks over the
trade imbalance and an earlier
slight when the EC sought an
enhanced role in Middle East
peace-making. On that occa-
sion, Mr. Rabin suggested tart-
ly that the Europeans should
concentrate on more effective
peace-making in their own
Bosnian backyard.
Judging by the Egyptian ex-
perience, it is highly unlikely
that Israel will enjoy significant
trade with its Arab neighbors
even if a peace treaty is even-
tually signed, which this week
appeared increasingly uncer-
tain.
