expert with the Brookings In-
stitution. "It did not show any
interest in the proposal until it
was clear that there was rapid
movement. At that point, it had
little choice."
Mr. Quandt also suggested
that longstanding resistance to
face-to-face Israeli-PLO talks
stemmed partly from the fact
that the State Department's
Mideast team "tends not to take
Peres seriously. It is a very Ra-
bin-oriented group."
Policymakers in the capital
were stunned by the speed of
this week's events and uncer-
tain about their future role if the
Gaza/Jericho proposal moves
forward.
"This initiative came in re-
sponse to the frustration both
the Israelis and the Palestini-
ans felt because the Madrid for-
mula was not producing any
visible results," said a leading
pro-Israel activist here. "Since
that formula was the center-
piece of the administration's
Mideast policy, the changes we
now see leaves them somewhat
adrift."
But most observers expect
the administration's peace
process team to adjust quickly
to the changed circumstances of
the talks.
"All sides recognize that
America still has an important
role to play," said Jess Hordes,
the Anti-Defamation League's
Washington director. "This
week's events have shown that
the parties themselves can be
initiators. That may result in
a period Of reassessment for the
administration."
On Tuesday, Secretary of
State Christopher touched on
one element of the changing
U.S. role when he indicated that
this country is prepared to un-
derwrite some of the costs of
making the Gaza/Jericho
scheme work.
As James Zogby, executive di-
rector of the Arab American In-
stitute, said, "Arafat will need
sweeteners to improve the dai-
ly lot of his people. If people in
Gaza and Jericho don't see this
agreement improving their
lives, this is not going to work.
Is Washington going to cough
up enough to make this work-
able? That's a key 'if."'
The administration's Mideast
team will also play an important
role in assuring that the other
threads of the peace process do
not unravel in the rush to a self-
rule settlement. In particular,
it will keep a close eye on the
Syrian track, which until now
had shown the most promise.
