in the political decision making
process of those whose lives and
dignity are not directly threat-
ened.
This, if even without malice,
is enough for unspeakable bru-
tality to have its way. Unless,
that is, the potential victim has

the power to defend himself—
by himself.
If Israel were attacked, it
would not take the proverbial
anti-Semites in the State De-
partment to block effective ac-
tion in Israel's defense. All that
would need to happen is a rep-
etition of exactly that which is
happening now in the case of
Bosnia.
The humanists were right in
asserting that non-Jews are
just as decent, just as human,
as Jews. But that is beside the
point. They are not Jews, much
less Israeli Jews. And can
therefore not be relied upon to
act in time.
In a future war, under the
circumstances discussed at the
Mideast peace talks, Israeli cit-
izens would likely come under
at least temporary enemy oc-
cupation, with unthinkable—
but after Bosnia entirely pre-
dictable — results.
Thousands of Israeli women
will be raped while debate
ranges on whether or not in-
tervention in Israel "will lead
to another Vietnam."
Thousands will be murdered
while the United Nations, af-
ter months of discussion, final-
ly threatens to act — by
sending observers! — if the
Arab armies don't begin to re-
spect the "safe haven" zone
around what is left of Tel Aviv.
Area after area of "histori-
cally disputed territory" (all of
Israel) will be ethnically
cleansed of Jews while West-
ern diplomats refuse to act, for
fear that intervention will be
counterproductive to U.N. hu-
manitarian efforts.
To be sure, this is hardly a
probable scenario in the near
future. But Bosnia teaches that
the near future doesn't matter.
The horrible scenario described
above is certainly possible. And,
as such, is unacceptable.
To say that Israel must take
risks for peace is to repeat the
obvious. To say that Israel
must take risks for peace which
Israel itself, in case the peace -
gamble fails, cannot compen-
sate, is to invite another
Bosnia. Taking a hard line on
retaining Israel's right to ma-
neuver — which among other
things means Israel's right to
hold disputed territory — is not
without a high political price.
But in light of the tragedy of
Bosnia, it is hard to see how
any responsible Jewish leader
can shirk at paying it. ❑
