But the turf battle in Israel has apparently been settled, with Trade and Industry Minister Micha Harish now carrying the ball. And in Washington, the creaky wheels of the Commerce Department are beginning to turn. Representatives of both sides are now hard at work drafting a "memorandum of understanding" that will define the functions and structure of the commission, which is supposed to devel- op high-tech joint ventures designed to benefit the economies of both countries. An Israeli embassy offi- cial involved in the discus- sions termed them "very seriouEk,and very friendly." On the American end, the commission will be com- prised of high-level adminis- tration officials. A second panel, which will serve in an advisory capacity, will include high-tech experts from business and the acad- emic community. Administration sources suggest that the emphasis will be on specialists, not on official representatives of Jewish organizations. Jewish conservatives are finally getting a piece of the action in the Clinton administration. Richard Schifter, who served as assistant secre- tary of state for human rights and humanitarian affairs in the Bush adminis- tration, will be going to the White House for a as-yet- undefined job as a special assistant on the National Security Council. Despite his Republican connections, Mr. Schifter played a role in the Clinton campaign; at one point, he spearheaded an effort to lure "Scoop Jackson Democrats" back to the Clinton-Gore ticket. Since the inauguration, there have been rumors about Mr. Schifter's possible appointment to one post or another — rumors fueled, in part, by Jewish conserva- tives frustrated by their exclusion. But the appointment may be more than just a sop to the conservatives, according to Josh Muravchik.
