ISRAEL'S SECURITY MUST NOT BE JEOPARDIZED!

In 1967, the United States Joint Chiefs of Staff concluded that: "a strong
Israel has served American interests. To remain strong it must retain the
Jordan River line as its eastern border. Pressing Israel to withdraw from
this line will neither bring peace nor serve America's interests."

In 1988, 100 retired U.S. generals and admirals warned that: "if Israel were
to relinquish the West Bank, 80 percent of its population and most of its
industry would be within range of light artillery, mortars and even rifles
positioned on the high ground of the Samarian and Judean ridges.
Before 1967 they served as bases for terrorists, whose cross-border ac-
tivities cost Israel over 700 dead and thousands injured."

Prime Minister Rabin has steadfastly ruled out any unilateral concessions
to the Arabs except for minor territorial adjustments. ISRAEL SHOULD
NOT BE PRESSURED INTO UNACCEPTABLE TERRITORIAL
CONCESSIONS.

U.N. Committe Urges
Concert Disruption

United Nations (JTA) — A
conference meeting under
U.N. auspices has recom-
mended disrupting concerts
of the Israel Philharmonic
Orchestra.
The three-day conference,
held earlier this month, was
organized for non-
governmental organizations
by the General Assembly's
Committee on the In-
alienable Rights of the Pa-
lestinian People.
Israel, the United States
and most Western states
boycott the committee's ac-
tivities.
Known as the 10th United
Nations North American
NGO Symposium on the
Question of Palestine, the
meeting was attended by
representatives of 21
governments and 62 non-
governmental organizations.
The goal of the proposed
nuisance campaign against
the Israel Philharmonic
would be to focus attention
on what a conference
workshop described as the
"complete illegality and
racist character" of Israeli
settlements in the ad-
ministered territories.
The World Jewish Con-
gress, which monitored the
conference, denounced the
proposal as "grotesque and
shocking."
In a statement, the WJC

added that the United
Nations' "so- called
Palestine Committee seems
to be operating in a time
warp by dealing with
matters as if the U.N. still
equated Zionism with
racism and as if political
realities in the Middle East
were irrelevant."
Israel's ambassador to the
United Nations, Gad
Yaacobi, denounced the sug-
gested disruption as an
"arrogant and ridiculous
provocation."

Settlements Needed
For Security?

Jerusalem (JTA) — Jewish
settlements in the ad-
ministered territories are
not critical to Israel's securi-
ty and may even get in the
way of it, Prime Minister
Yitzhak Rabin told a group
of Jewish leaders here.
His remarks to a State of
Israel Bonds seemed part of
a stepped-up campaign by
Mr. Rabin to distance
himself from Jewish settlers
as they intensify their pro-
tests of his government's
foreign policy and plans for
the territories.
Indeed, Mr. Rabin's com-
ments came on the same day
the settlers met with Presi-
dent Ezer Weizman to com-
plain of efforts by the
government to delegitimize
their struggle.
Mr. Rabin recalled the

Yom Kippur War, in which
the Golan Heights set-
tlements had to be
evacuated and the residents
"interfered with the activity
of our military forces. They
were innocent targets" for
the enemy," he said.
He emphasized that it is
the military, not the settlers,
which must decide what is
necessary for Israel's securi-
ty.
Mr. Rabin disclosed that
following the recent visit to
the region by U.S. Secretary
of State Warren
Christopher, Russian planes
began delivering Scud mis-
siles to Syria, probably for
use by Syria and Iran.
He also said it appears the
Lebanese army has been
deployed to quell tensions
along the border with Israel
