Raphael Pinhasi
Keeps Immunity

Raphael Pinhasi:
Pleased with vote.

Jerusalem (JTA) — The
Knesset has reversed an
earlier decision to strip
Knesset member Raphael
Pinhasi of his parliamentary
immunity so that he could
face fraud charges connected
to his position as treasurer of
the Shas party.
The Knesset voted 54-50
not to remove Mr. Pinhasi's
immunity, reversing an
earlier vote in March.
The re-vote was ordered by
Israel's High Court of
Justice, which ruled last
week that Mr. Pinhasi was
not given an adequate op-
portunity to present his case
to Knesset members before
the first vote.
In an effort to rectify that
situation, material regar-
ding Mr. Pinhasi's case was
made available this week for
all Knesset members, but
only one lawmaker bothered
to read the file. And only 20
Knesset members showed up
to hear Mr. Pinhasi explain
in person why his immunity
should not be removed.
Given the apparent lack of
interest, the results of the
second secret ballot came as
a surprise. Knesset members
such as Likud's Dan Meridor
and Hagai Meirom of Labor
expressed "shame" over the
fact that so many lawmakers
had changed their minds.
Mr. Eitan blamed Prime
Minister Yitzhak Rabin and
other Labor figures for exer-
> ting pressure on party
Knesset members not to vote
against Mr. Pinhasi and
thereby prevent a situation
in which Shas might quit the
governing coalition. Mr.
Meirom said he knew that
several Labor ministers
changed their vote out of
concern for Shas' reaction.
Labor Party whip Eli
Dayan insisted that no
pressure whatsoever was ex-
erted on Labor Knesset
members to change their
vote.
