John Engler said he will not promote state-funded vouchers for students to attend public or private schools. But if the first-term governor had his way, he would support an open-school choice sys- (tem funded by the state that would pay for children to attend any school — public, private or religious, Mr. Engler's spokesman, John Truscott, said this week. Mr. Engler's comments come in the aftermath of last month's legislative action that eliminated property taxes by September 1994 as a source of fund- ing for public-school operating funds. 'e need to completely redefine our objectives," Mr. Engler said in an in- terview. "We need to put parents in a position to choose where to send their children to school.
