Bill To Allow
Citizen Lawsuits

Washington (JTA) —
Legislation introduced this
week in Congress would
allow private citizens harm-
ed by companies who comply
with the Arab boycott of
Israel to sue the companies
for damages.
Currently, experts believe
that the government is the
only party with the legal
right to seek penalties
against companies violating
U.S. anti-boycott laws.
The companies can be
penalized by the Commerce
Department.
But under terms of the
legislation introduced by
Rep. Charles Schumer,
D-N.Y., organizations or in-

dividuals losing business or
job opportunities as a result
of a company's compliance
with the boycott could sue
the offending company.
Mr. Schumer drafted the
legislation with the help of
the American Jewish Con-
gress.
According to Mr.
Schumer's office, most
boycott experts feel that in-
dividuals and companies do
not have the stated right
under cm-rent law to sue a
company complying with
boycott laws.
"Many companies view the
Commerce Department
boycott fines as no more
than the cost of doing busi-
ness.
"Now companies that
break U.S. boycott laws will
pay for the harm they cause
and those harmed will be
compensated," Mr. Schumer
said in a statement.
Will Maslow, editor of the
AJCongress publication
Boycott Report, agreed.
"Congressman Schumer's
bill will lead to better en-
forcement and will stimulate
individuals and companies
who are harmed by illegal

boycott compliance to file
suit for damages," Mr.
Maslow said. ❑
