er than others.
A brief overview includes:
* "Gaza First," the plan
whereby the Palestinians'
intentions and ability to
govern themselves would be
put to the test by turning
the Strip over to a native
leadership (read: the PLO).
"Gaza First" is a more radi-
cal version of "early empow-
erment," or Israel's offer to
transfer certain spheres of
self-government to the
Palestinians before a formal
agreement is reached on
autonomy.
But while the negotiators
have been resistant to that
idea, Yassir Arafat has
expressed interest in "Gaza
First" — as long as a patch
of the West Bank (perhaps
Jericho) is included in the
deal as evidence that Israel
is not just trying to get the
troublesome Strip off it
hands by plotting something
akin to "Gaza first and last."

* A Jordanian-Palestinian
confederation, an idea that
goes back to the 1970s and
is closely identified with the
Labor Party's old prescrip-
tion called the "Jordanian
option." There seems to be a
consensus that some politi-
, cal association between
_Arabs on the two sides of
the Jordan River is a vital
ingredient of the solution to
the Middle East conflict.

tacts with PLO officials.
That in itself was some-
thing less than hot news.
Rumors of meetings in
Cairo between Nimrod
• Novick (long known as a
close associate of Foreign
Minister Shimon Peres) and
various PLO figures had
been making the rounds for
weeks. The new spice added
to the cauldron was that in
addition to Mr. Peres
orchestrating contacts —
with Prime Minister Rabin's
knowledge and approval —
