So the question now, as Bank of Israel Governor Jacob Frenkel has argued, is not whether or not to mobilize $10 billion in cap- ital over the next five years but how best to use it. "Arithmetically, Israel doesn't need the money," Mr. Frenkel admitted. But he believes that it can be employed to draw an- ) other half a million immigrants to Israel by refurbishing the country's infrastructure (roads, communications, and the like), / improving education and ex- panding business and industry by investing in research and de- velopment. Indeed, there seems to be gen- eral agreement that the use of the funds raised with the guar- antees must be limited to as- pects of development and that every precaution must be taken ) to prevent the money from be- ing sucked into the "black hole" of Israel's national budget. But though there's a broad > consensus on what the money must not be used for, there are still clashing views on what con- stitutes the valid disposal of these special funds. Finance Ministry Director- General David Fogel has sug- gested, for example, that a third of the $10 billion be turned over > to Israeli banks to provide long- term credit to the business and industrial communities. But Prof. Bruno views the government's import of capital to finance the private sector as a violation of its agreement with > the U.S. to effect a far-reaching reform of the Israeli economy. Bank Leumi Managing Di- rector David Friedman went so far as to declare that his bank would have no part of such a plan because "it would push the economy back ten years." On another occasion Mr. Fo- gel also spoke of using some of the funds to improve the struc- ture of Israel's foreign debt (cur- rently $23.4 billion) by translating short- and medium- term loans (which comprise 26 percent of the external debt) into lower-interest, long-term cred- it. Of all the suggestions made during the current debate, how- ever, perhaps the most revolu- tionary though logical one came from Prof. Fischer.
