Although Washington
legal experts say there was
nothing improper or unusu-
al in that consulting fee,
there was enough discom-
fort over the issue that Ms.
Elders resigned her
Arkansas position over the
weekend.

Israel Provides
Military Model

The issue of gays in the
military is far from settled,
despite the administration's
decision to go with a "don't
ask, don't tell" policy that
allows gays and lesbians to
remain in the armed forces,
as long as they do not pub-
licly disclose their homosex-
uality or engage in homo-
sexual activity.
That scheme seems likely
to please nobody—and least
of all the gay and lesbian
community.
Last week, a congression-
al report circulating on
Capitol Hill gave a different
view of the issue.
The report, compiled by
the General Accounting
Office at the request of Sen.
John Warner, R-Va., looks
at how other countries han-
dle the issue. Four nations
were highlighted—led by
Israel.
The report provides a
detailed analysis of Israel's
easy acceptance of gays sol-
diers, and the fact that the
presence of homosexual per-
sonnel has not compromised
Israel's military readiness
or morale.
The report noted that
until recently, there were
restrictions against gays in
high-level military intelli-
gence jobs. But even those
limits were dropped in a
May directive; according to
some Israeli sources, the
debate in this country may
have nudged the Israeli gov-
ernment to take that action.
The Israeli guidelines
simply prohibit sexual activ-
ity — homosexual and het-
erosexual alike — in mili-
tary barracks.
That apparently didn't
impress the Joint Chiefs of
Staff or an administration
that has taken a beating on
the subject. But it could be a
factor when gay rights
activists fight the proposed
policy in the courts.
The Israeli example could
also loom large when
Congress begins to look at
legislation that would lift
the ban — or it into
law.

JERUSALEM—NOTNEGOTIABLE

We are deeply troubled by media reports that the
U.S. State Department Mission to Israel may be
urging the Israel Government to place the status
of Jerusalem on the negotiating table.

Form 1000 BCE until the destruction of the first Temple in
587 BCE, it was the capital of the Kingdom of David and
his successors.

From 515 BCE until the destruction of the second Temple
in 70 CE, it was again the capital of the Jewish people and
remained the focus of Jewish prayers throughout centuries
of exile.

In 1948, it again became the Capital of the Jewish State.

The Jews of Jerusalem today are the inhabitants with the
longest unbroken historical association with the city.

During the period of Moslem rule in the region, Jerusalem
was never made a Provincial Capital and it is not even
mentioned in the Koran.

For 19 years (1948-1967), under Jordan's illegal occupa-
tion, it was a city divided by barbed wire and minefields,
and Jews were barred from worshipping at their most holy
place.

IN 1967, JERUSALEM BECAME ONCE MORE A
UNIFIED CITY. REUNIFIED, IT REMAINS THE
CAPITAL OF THE STATE OF ISRAEL, THE SPIRI-
TUAL FOUNTAINHEAD AND REVERED CENTER
OF JEWS THE WORLD OVER WITH READY
ACCESS TO PLACES OF WORSHIP BY ALL RELI-
GIONS.

DAMASCUS, AMMAN, BEIRUT AND CAIRO ARE
