presented to the
prime minister that
would set the econo-
my on a dynamic new
course — by basing it on the
motherlode of immigrant
talents.
It is a ray of hope for
immigrants that would rev-
olutionize the economy, pro-
pelling Israel into the 21st
century as a powerhouse
among small nations. It is
a master plan that would
create 500 new high-tech
industries in only five years
— independent of govern-
ment largesse.
Earlier this month, Prime
Minister Yitzhak Rabin was
presented with a master
plan for immigrant employ-
ment by a committee he
appointed. The plan is
endorsed by six U.S. Nobel
Prize laureates in physics,
chemistry and medicine,
who have signed a letter to
Mr. Rabin urging him to
implement it.
Committee chairman
Herman Branover, a profes-
sor of physics at Ben-Gurion
University, believes the
plan provides concrete
employment solutions to the
huge population of immi-
grant academics. He sees
the lack of appropriate
employment opportunities
for newcomers as the barri-
er to immigration.
Until now, all efforts to
absorb immigrants into the
workforce have been built
on existing marketplace
demands. But, as Mr.

Branover points out, the
jobs on the market are a
total mismatch to the skills
of the immigrant workforce.
Most jobs available are for
unskilled workers, while
most immigrants are acade-
mics and professionals.
Under these circum-
stances, "the economy as it
presently exists cannot
absorb 50,000 engineers,
12,000 doctors and thou-
sands of other professionals
already here, let alone
attract more immigrants,"
he said.
The only way out of this
gloomy situation is to create
opportunities that better fit
the skills the immigrants
bring to the country, he
believes.
The creation of high-skill
jobs is critical on a human
level, too. Mr. Branover
explains that "the only
thing people had in the
Soviet Union was their pro-
fession. They did not have
money, ideology, religion or
anything else."
The Branover committee's
mandate was to build solutions
based on free-market principles
– and avoid salary subsidies or
public work initiatives.

The plan addresses the
employment needs of teach-
ers, artists and members of
other liberal professions,
with a special focus on doc-
tors.
