Lawyers Are Buying!
Lawyers are one group
that will be making purchases in 1993.
$3.2 billion in aid, or the ac-
companying package of bene-
fits craved by pro-Israel forces.
But the aid package is still
pending in the Senate. That de-
bate could be complicated by
possible efforts to incorporate
elements of an administration
plan to restructure the entire
foreign aid process.
Mr. Dine's departure has
been compounded by two other
personnel shifts in recent days.
Ester Kurz, the group's leg-
islative director and by most ac-
counts one of the most savvy
and well-liked lobbyists on
Capitol Hill, has taken a tern-
porary leave to care for a new
child, as has Liz Schrayer, the
group's political director.
Mr. Grossman insisted that
AIPAC's legislative department
has enough talent to protect Is-
rael's interests during the im-
pending aid debate.
"People are clearly prepared
to do extra work and double
duty and work overtime in ser-
vice of the cause," he said. `Peo-
ple really are doing yeoman's
service."
But Mr. Dine and Ms. Kurz,
had a unique credibility on
Capitol Hill. Mr. Dine, in par-
ticular, enjoyed extraordinari-
ly access to key members of the
Senate.
Several prominent legislators
have privately expressed con-
cern about the impact of these
losses to AIPAC on this year's
aid bill and on a foreign aid fight
next year that pro-Israel ac-
tivists expect will be even more
difficult.
To help allay such concerns,
Mr. Grossman scheduled a
meeting with Jewish members
of Congress this week.
Still, there is a widespread
consensus that AIPAC will have
its work cut out for it as it seeks
to maintain its power base in a
highly volatile Congress.
"AIPAC has a tremendous
capacity for righting itself after
problems," said a top congres-
sional staffer. "But Tom Dine
has been such a dominant force
for AIPAC for so many years,
such a symbol of the organiza-
tion's professionalism on Capi-
tol Hill, that there is a high level
of concern about how fast and
how completely they can recov-
er from his departure."
AIPAC's problems could also
have an impact on the group's
fundraising efforts.
Even before the Dine resig-
nation, there were projections
that AIPAC's yearly take would
be down because of a combina-
tion of factors, including con-
tinuing weakness in the
economy, the embarrassing res-
ignation last year of AIPAC
president David Steiner and
continuing reports of friction be-
tween the government of Prime
