duration of the interim period
— the Palestinians felt down-
right betrayed.
More to the point, after this
latest setback, signs multiplied
that the Palestinians have lost
their faith in the U.S. as an
"honest broker."
Al-Quds, for example, east
Jerusalem's leading newspaper,
declared that the U.S. has clear-
ly shown its bias toward Israel.
Freih Abu Middein, a member
of the Palestinian delegation
from Gaza, openly complained
about the makeup of the Den-
nis Ross-led American team
that was due in Israel this week
in an effort to get the talks mov-
ing again. He described the
team as "four American Jews
known for their unqualified
support for Israel."
The members of the Pales-
tinian delegation, he added,
were considering boycotting
them.
As the week progressed, how-
ever, the focus began to shift
from venting harsh feelings to
diplomatic efforts aimed at
downplaying the crisis so as to
keep the peace process from
crashing. On a visit to Cairo,
Foreign Minister Shimon Peres
went out of his way to express
optimism about the peace talks
and extracted similarly upbeat
notes from both Foreign Minis-
ter Amro Moussa and President
Hosni Mubarak.
During his stay, moreover,
Yassir Arafat passed through
Cairo and consulted with
President Mubarak's adviser
Osama el-Baz, who had seen
Mr. Peres a few hours earlier.
The next day Chairman Arafat
rejected the American "bridg-
ing proposal" as contrary to the
terms of the original invitation
to the peace talks. Yet his ar-
rival this week in Jordan is
reminiscent of his trip there for
the purpose of crisis manage-
ment last spring, when he per-
suaded the demoralized
members of the Palestinian del-
egation to return to the talks de-
spite a virtual revolt in the
ranks.
It's fairly certain, then, that
attempts will continue to soft-
en the edge of the crisis, pull
back from the brink, and some-
how keep going. "What hap-
pened at the end of the tenth
round of talks in Washington
doesn't spell the end of the
peace process, simply because
the sides have no other alter-
native," wrote commentator
Danny Rubinstein in Ha'aretz.
And the arrival of the Ross
team suggests that even if "this
is the end of Madrid format," as
Mr. Rubinstein believes, the
sides will be prepared to explore
other channels of negotiation —
such as American shuttle diplo-
macy — at least for a time.
