The money will go specif-
ically to people who are
employed, but cannot
afford rent, or to people
who are between jobs and
lack funds necessary to
secure housing.
The two-year grant pro-
gram also will help JFS
provide counseling services
for persons struggling with
emotional problems that
hinder their ability to hold
down a job and maintain
permanent housing.
This is the first time JFS
received the grant, though
there has been an ongoing
need for affordable housing
within the Jewish commu-
nity, staff members say.
Last year, the agency
served 60 homeless people
and provided money to 27
who were changing their
place of residence. Some of
those aided were recently
divorced women who
couldn't find affordable
housing on their own.
Other recipients of JFS aid
included economically dis-
advantaged elderly.
The grant will enable the
agency to better serve
clients who "are living very
close to the edge," said JFS
Director of Clinical
Services Arlene Goldberg.
"Sometimes JFS social
workers find people
between jobs. They're not
going to be able to make it
— particularly in single
family households," she-=
said. "JFS's problem has
been finding the money to
pay for these people's first
and last month's rent. That
can amount to up to $1,000
— a big chunk of money to
give to one family. This
grant gives us that little
extra so we can give people
an extra chance to make
it."
JFS received the grant
last April. So far, JFS has
placed one family in an
apartment, and staff mem-
bers have chosen six other
candidates for grant
money:
Reuben Rotman, JFS
director of community
resource development, said
the grant also allows JFS
to leverage its community
financial assistance dol-
lars.
"It's going to mean that
we can put someone in a
safe, secure apartment —
someone who otherwise
might be living in a shelter
or a rooming house," he
said.

Moscow Battles
Over Aliyah
7\
Jerusalem (JTA) —` The di-
rector-general of the Prime
Minister's Office, Shimon
Sheves, has returned from a —1
three-day trip to Moscow
where he reviewed the work
of the various agencies there
handling Jewish immigra-
tion to Israel.
Mr. Sheves was apparently
trying to resolve turf battles —\
that have arisen in Russia 1J
between the Jewish Agency
and Lishkat Hakesher, or
the Liaison Bureau, which
for years worked clandes-
tinely in the former Soviet )
Union on behalf of the
Israeli government.
He is expected to issue rec-
ommendations in the next c
few weeks that could lead to (\
a change in operations.
The Jewish Agency,
meanwhile, has in the past
few years greatly expanded
its work with immigrants
there since restrictions were
relaxed and the floodgates
opened.
