it a cool thing to do,
according to one teen-ager
who is creating a business
plan for her own health-
care service.
Some sponsors wish
government regulators
also would come to this
conclusion and abolish
laws that restrict youth
from entering the busi-
ness world. Complex tax
forms and licensing laws
get in the way of keeping
youth off the street, they
say.
A recent Wall Street
Journal editorial reported
the dilemma of a Kansas
City teen-ager who started
a hair styling service
through that area's chap-
ter of CEOs Under
Seventeen. Local salons
heard of her accomplish-
ment and complained to
the State Cosmetology
Licensing Board, which
ordered the girl to cease
