marking up the measure, Ms.
Lowey pressed hard for the
full amount — and Rep.
Berman, as chair of the sub-
committee, found a formula for
restoring the $80 million with-
out taking it out from allot-
ments for other countries.
He and Ms. Lowey made the
case that Israel attracted
about 63,000 new arrivals in
1992, and that statistics this
year indicate a significant in-
crease. The authorization bill
is expected to get to the House
floor later this month.

From Shuffle
Jewish groups are watching
with interest as the Clinton
administration continues
reshuffling itself in response
to the president's recent polit-
ical woes.
Jewish neoconservatives are
encouraged by signs that
Richard Schiffer, the assistant
secretary of state for human
rights during the Bush ad-
ministration and a longtime
Jewish activist, will get the
nod as a special assistant in
the National Security Council.
Mr. Schifter's bypass in the
first round of administration
appointments produced much
gnashing of teeth in Certain
quarters of the party. His res-
urrection, along with the ap-
pointment of former Reagan
and Bush aide, David Gergen,
to head the White House com-
munications team, would
make neoconservatives rejoice.
Jewish conservatives are
less thrilled about possibilities
that Harold Ickes, Bill Clin-
ton's convention manager, will
get a White House staff job.
During the campaign, some
Jewish activists were con-
cerned about Mr. Ickes be-
cause of his liberal positions
and because he had advised
Jesse Jackson during the black
activist's 1988 presidential bid.

Assembly will pay a visit to
Israel in August, at the in-
vitation of Israeli U.N. Am-
bassador Gad Yaacobi.
