the Finance Ministry's
Free Export Processing
Zone proposal.
Although the proposal
preserves existing labor
laws, it would also set into
law for the first time com-
prehensive regulations
governing personal con-
tracts with employees and
the use of compulsory arbi-
tration to resolve labor
disputes.
In addition, the govern-
ment will not extend the
application of labor agree-
ments reached with the
public sector to the private
sector, except by consent.
