gants have first dibs, with
registration open to the pub-
lic starting July 1. Forty spots
are available.
The concept originated in
the early 1970s at Olin Sang
Ruby Union Institute, a Re-
form Movement summer
camp in Oconomowoc, Wis.
Older camp participants vis-
ited small Jewish communi-
ties to informally teach
children.
The program was adapted
by the rabbi of Temple Judah
in Cedar Rapids, Iowa. Mr.
Wise acted as director in 1981.
Mr. Wise hopes to employ
Olin Sang Ruby graduates,
along with Temple Emanu-El
faculty, as counselors of Ulpan
Camp.
"Hebrew is like any skill;
use it or lose it," Mr. Wise
said. "It's hard to start off the
year with exciting material
when we have to review how

to read and speak. This is like
`back to Hebrew boot camp."
Sort of.
The theme of prayer will be
explored at Ulpan Camp in a
variety of ways — reading and
conversational Hebrew, infor-
mal exercises and preparing
and leading a Shabbat service.
The week's learning will
culminate with a prayer book
board game.
Divided into teams, stu-
dents work their way across
an 8' x 12' board by answering
questions and reciting prayers
as a group.
In addition, campers will
design a mosaic depicting
their understanding of a
prayer service, play Frisbee
and other non-competitive
games, participate in drama
and arts and crafts, and go
swimming.
"This is for kids with rec-
ommendations to practice over
the summer as well as those
who are advanced," Mr. Wise
said. "The fewer students who
need remediation, the quick-
er we (teachers) can move
ahead. The whole idea is to get
them (students) back, ready
to learn, and to see that they
can have fun at temple." 0

Israel has no formal con-
stitution, but certain "Basic
Laws" have been enacted to
eventually form the basis of
such a constitution. In addi-
tion, many Ottoman and
British Mandate laws which
existed on 14 May 1948 re-
mained in force after the es-
tablishment of the state.
