Red Cross
Sees Motivation

Geneva (JTA) — The presi-
dent of the International
Committee of the Red Cross,
Cornelio Sommaruga, said
upon his return here from
Israel that he sensed
openness and motivation on
the part of both Israelis and
Palestinians to resolve the
dispute between them.
Mr. Sommaruga, who met
with top Israeli and Pales-
tinian officials during his
five-day visit, said he was
also pleasantly surprised to
meet with left-wing Knesset
member Dedi Zucker and
peace activist Abie Nathan.
Mr. Sommaruga, in an
interview with the Jewish
Telegraphic Agency, re-
ported that he had also
spoken with parents of miss-
ing Israeli soldiers and with
the representative of
B'Tselem, the Israeli human
rights group.
He said he promised Prime
Minister Yitzhak Rabin that
the Red Cross will proceed
with its efforts to locate and
free missing Israeli airman
Ron Arad and discover in-
formation on three other
Israelis missing from the
war in Lebanon.
But Mr. Sommaruga also
said he told the Israelis
about his disapproval of the
Israel Defense Force's be-
havior in the territories
leading to the death and in-
jury of too many children.
The Red Cross president
also objected to the Israeli
army's destruction of houses
in the territories.
Mr. Sommaruga protested
the closure of eastern
Jerusalem to most Palestin-
ians from the West Bank, a
measure denying them
access to hospitals, univer-
sities, commercial centers
and religious sites.
He said he was worried
about right-wing Jewish set-
tlers who have threatened to
establish armed vigilante
forces in the territories.
Finally, Mr. Sommaruga
said it was problematic that
Israel continues to deny that
the Fourth Geneva Conven-
tion applies to the West
Bank and Gaza Strip,
though it maintains that the
convention's human rights
provisions are respected
there.
The Red Cross chief also
protested that Red Cross
delegates are not allowed
entry into all Israeli prisons.
During his visit, Mr.
Sommaruga was awarded a
medal for his humanitarian
involvement by Tel Aviv
University.
