• "only one man who refuses to accept the will of the majority." But Mr. Levy represents more than himself and his brother — he represents masses of Sephardi voters still loyal to him. The breach could have been mended before or after the primaries, had Mr. Netanyahu apologized, as Mr. Levy requested, for his famous "Bibigate" slander. In January, Mr. Netanyahu went on nation- al television and accused Mr. Levy — without men- tioning his name, but the reference was clear to every- one - of blackmailing him over an extramarital affair. Mr. Levy was a man "sur- rounded by criminals," using "Mafia tactics," hiring people to break into his office and wiretap his con- versations, Mr. Netanyahu charged. He took his complaint to the police, and in the four months since it was filed, investigators have turned up no evidence to support Mr. Netanyahu's accusa- tions. Since the primaries, Mr. Levy has said that he would forgive all and become once - • again a good Likud soldier if Mr. Netanyahu would apol- ogize for his accusations. "It's an irrelevant issue," Mr. Netanyahu likes to say, before changing the subject. The beginning of Mr. Levy's ouster from the Likud establishment came in last year's party conclave, which preceded the national election. Again, he finished second to the party leader, Yitzhak Shamir, but ahead of Ariel Sharon in the race for Likud chairman. In the panel elections to choose the Knesset list, however, the dominant "Shamir-Moshe Arens camp" teamed up with the "Sharon camp" to push nearly all of Mr. Levy's peo- ple off the list. Mr. Levy never blamed Mr. Sharon, who, after all, was only try- ing to better his own posi- tion, which is considered fair play. He blamed the Shamir- Arens wing — now sub- sumed by the all-powerful "Netanyahu camp" — which gained nothing for itself from the deal, but only suc- ceeded in removing Mr. Levy as a threat to their leadership.
