Report Omits
Harrassment

Tel Aviv (JTA) — An inter-
nal army report on com-
plaints by soldiers has come
under criticism from a
Knesset member because it
purposely excluded special
mention of sexual harass-
ment.
The Israel Defense Force
ombudsman, reserve Brig.
Gen. Aharon Doron, pre-
sented the annual report,
compiled by his predecessor,
Danny Matt, to the
Knesset's Foreign Affairs
and Defense Committee.
When Knesset member
Naomi Chazan of the Meretz
bloc criticized the report for
making no special mention
of female soldiers' com-
plaints of sexual harass-
ment, Gen. Doron surprised
the committee by saying he
had deliberately omitted
those parts to avoid a media
storm.
Gen. Doron said including
those complaints would have
overshadowed the entire
report.
The report, which showed
an 8 percent rise in the
number of complaints sent to
the Ombudsman's Office in
1992, for a total of 8,301,
detailed other major types of
harassment.
The report did note that
1,448 of these complaints
came from women soldiers.
Ms. Chazan, who has been
outspoken on women's
issues, said that public
disclosure of the complaints
against sexual harassment
in the military would have
been one effective way of
combatting the problem and
demanded that the corn-
mittee discuss the matter as
soon as possible.
Gen. Doron said the 21st
annual ombudsman's report,
which included complaints
from conscripts, regulars,
reservists and their families,
reflected a growing
awareness that the IDF om-
budsman was doing a seri-
ous job and that complaints
can be effective in correcting
injustices.
Gen. Doron told the com-
mittee that soldiers last year
made an unprecedented 1.5
million visits to army
clinics, declaring that
"medical care is a problem
in the army."
Of the 8,301 complaints
received in 1992, 4,280 were
submitted by reservists, 887
by regulars, 349 by civilians,
60 by candidates for induc-
tion, with the rest sent in
anonymously but never-
theless addressed.
