Mr. Foltin pointed out that the NAACP Legal Defense and Education Fund, where Ms. Guinier used to work, "has been an ally on many issues" and that AJCom- mittee has talked- to Ms. Guinier on a variety of occa- sions in the past. Ms. Guinier, a graduate of Yale Law School, has work- ed on voting rights issues for much of her career. She first worked in the Justice Department's civil rights division in the late 1970s, where she helped re- organize the voting rights section. From 1981-1988, she serv- ed as assistant counsel at the NAACP Legal Defense and Education Fund. A Justice Department statement said that in that position, she "played an important role as an outside adviser to Con- gress in its consideration of the Voting Rights Act amendments of 1982." The police signaled to the van to stop, but when the signal was ignored, the police fired first in the air and then at the vehicle. The two wounded by gun- shots were a 17-year-old Jew from a town near Haifa and a 19-year old Israeli Arab from Galilee. A third person in the van, a Palestinian from the ter- ritories, was unhurt. The Pa- lestinian, who was arrested, said the three were buying vegetables in the territories to sell in Israel proper. Despite the closure of the territories and the high ten- sion there, many Israeli merchants continue to visit the Palestinian markets to buy cheap produce. The last few days in the territories have broken the relative quiet there since the closure was imposed at the end of March.
