Mrs. Aloni swallowed her pride andi relinquished her hard- fought-for ministry. And Mr. Rabin was embroiled in several days of feverish negotiations for a solution. Just 18 minutes before Mr. Deri's resignation was scheduled to take effect on Tuesday, he received Mrs. Aloni and Mr. Deri's agree- ment to place their portfo- lios in his hands for a week in the hope that he can resolve the crisis by then. If he fails, the situation will revert to what it was last Sunday, when Mr. Deri resigned. Even if Shas eventually leaves the government, the coalition will not fall. With the support of two Arab par- ties from outside the coali, tion, Mr. Rabin will still have the 61 votes that enabled him to form a gov- ernment. But if Shas goes, Mr. Rabin will head a minority government, which is hardly the proper forum for making the bold deci- sions necessary to keep the peace process going. Mr. Rabin also has the option of resigning, then reconstituting his govern- ment in a new configuration of portfolios. But this might make Mr. Rabin vulnerable to demands from his poten- tial partners about the gov- ernment's political program, such as a definitive stand on the future of the Golan. One way or another, now that the peace process is finally off the ground and the opposition has found its voice, Mr. Rabin is keenly aware that he must some- how keep his government stable. The question remains just how to go about doing that. ❑ . _( Factory Worker Killed In Blast Tel Aviv (JTA) — A 45-year- old worker at an Israel Military Industries weapons and explosives factory in Ramat Hasharon, outside Tel Aviv, was killed in an explosion at the plant over the weekend. It was the fourth blast with casualties at an IMI factory in the past year, and the second at the Ramat Hasharon plant since January, when another worker was killed. Two men had been work- ing with what was described as "delicate materials" in an isolated shed in the factory grounds, away from the heavily populated residen- tial area of the township. The blast occurred at 3:30 p.m., minutes after one of the two men had left the shed to take a break outside. He was treated for shock. The shed itself was heavily damaged, but residents nearby said they had not heard the explosion. IMI is expected to call for an internal investigation into the explosion, and a Labor Ministry expert was sent to the scene immedi- ately, to establish whether any negligence was involved in the blast. The man killed was not immediately identified, pen- ding notification of his fami- ly. Residents of Ramat Hasharon, site of this latest explosion, and Kfar Shmaryahu, the scene of an- other recent IMI factory blast, have for years been demanding the immediate closure of the weapons and explosives plants and their transfer to an isolated site in the Negev. IMI and the Defense Min- istry have agreed in princi- ple, but the move will still take years to implement be- cause of the planning and construction work involved. c.
