Vanik restrictions against
Russia.
AJCongress argues that
such an exemption would
strengthen the Russian
democratic forces, and that
in turn would help Russian
Jews.
"Today the most impor-
tant protection that can be
accorded Russian Jews —
along with all minorities in
that country — is to promote
the stability of the Russian
government and the preser-
vation of democratic institu-
tions and practices," the
group said in a statement
last month.
Phil Baum, the group's as-
sociate executive director,
added that lifting the
amendment would be a way
of helping Russia "without
costing the American tax-
payer."
But Mark Levin, executive
director of the National Con-
ference, said that most other
Jewish groups are opposed to
exempting the Russians at
this time.
He made clear, however,
that the National Con-
ference continues to support
the granting of the trade
sanction waivers on a year-
to-year basis.
On a related subject, both
Mr. Levin and Ms. Cohen of
the Union of Councils
welcomed Mr. Yeltsin's vic-
tory in the nationwide refer-
endum on his presidency.
"All those who favor the
continuation of democratic
and economic reforms in
Russia must be pleased with
the results," said Mr. Levin.
"It is clear that the Russian
people do not want to go
back to the past."
Ms. Cohen termed the
results "certainly a victory
for Yeltsin," but expressed
caution that "the opposition
is still out there."
She observed that Russia's
bureaucracy is still "very
entrenched" and that the
Russian president continues
to face opposition from "the
hard-line majority" in the
Russian Congress.

Deeply stirred by the Rus-
sian czar's pogroms against
the Jews, powerful banker
Jacob Schiff consistently
refused to extend urgently
needed loans to Russia. In
1911, during the Taft ad-
ministration, he headed the
efforts to abrogate the com-
mercial treaty between the
U.S. and Russia because of
the latter's discrimination
against the Jews.
