Budget Again

It's deja vu all over again as
Jewish groups gear up for yet
another fight against a con-
stitutional amendment re-
quiring a balanced budget.
The perennial panacea for the
bloated federal deficit is
about to get a hearing in a
Senate Judiciary subcom-
mittee, and most Jewish
groups are not pleased.
This week, the American
Jewish Congress fired off a
letter to Sen. Howell Heflin,
D-Ala., head of the Courts
and Administrative Practice
subcommittee, urging him to
oppose the balanced budget
amendment.
The group argued that en-
shrining a balanced budget in
the Constitution would hurt
the economy and limit the
government's flexibility to re-
spond to changing economic
conditions.
"This is lousy economics
and it's lousy law," said Mark
Pelavin, Washington repre-
sentative for the American
Jewish Congress.
Jewish groups also worry
about massive cuts in human
services that would almost in-
evitably result from a bal-
anced budget amendment.
These, they say, would place
unacceptable new demands
on such Jewish service
providers as federations. D

Soldier Killed
By Road Mine

Tel Aviv (JTA) — An Israeli
soldier was killed on patrol
in southern Lebanon, after
he inadvertently triggered a
mine.
Cpl. Yuval Ratig, 18, of
Kfar Azar stepped on a trip-
wire which detonated the
bomb, apparently planted by
anti-Israel guerrillas. Cpl.
Ratig was killed instantly.
The bomb went off as Cpl.
Ratig's paratroop unit cross-
ed the slopes of the hill on
which the ruins of the an-
cient Beaufort crusader
castle stand in the eastern
sector of the border security
zone.
Cpl. Ratig had just com-
pleted his introductory
series of parachute jumps
and was on his first opera-
tional patrol when he died.
He was the fifth Israeli
soldier killed this year by
roadside bombs in southern
Lebanon.
