Mr. Ross told the group
that in the four-month
hiatus in the peace talks,
opponents of the process
have taken on greater im-
portance in the region.
He pointed to groups such
as the Islamic fundamenta-
list Hamas movement and
the Islamic Jihad, which, he
said, "are determined to
destroy any possibility of
peace." Their targets, he
said, "are as much Palestin-
ian as Israeli."
It is important, Mr. Ross
said, that the "peacemakers
dominate the environment."
Discussing the U.S. role as
"full partner" in the
negotiations, Mr. Ross said
the administration would
work with the various par-
ties to clarify matters or
offer suggestions on for-
mulating proposals.
He said that whether or
not the United States gets
involved in making
"bridging proposals" to close
gaps between the parties'
respective positions depends
on what the parties do.
"We can't build a bridge to
nowhere," he said. "We

Another U.S. official in-
volved in the peace process,
Assistant Secretary of State
Edward Djerejian, offered
similar comments about the
U.S. role.
"When the time is ap-
propriate, and that is based
on the parties narrowing
their differences, whereby
bridging proposals can then
be introduced, we would be
prepared to entertain our
ideas on what proposals
could bridge the gaps bet-
ween the parties," Mr.
Djerejian told members of
Congress.
In testimony before the
House Foreign Affairs sub-
committee on Europe and
the Middle East, Mr. Djere-
jian reiterated the ad-
ministration's commitment
to maintain aid to Israel and
Egypt at its current level for
fiscal year 1994, in part be-
cause of the importance of
the Middle East peace pro-
cess.
Israel currently receives
$3 billion and Egypt $2.1
billion. They are the two
largest recipients of U.S.
foreign aid.

fessor of Celtic studies at a
Catholic college affiliated
with the university.
The 398-page volume,
published simultaneously in
Moscow, Washington and
Waterloo, Ontario, purports
to reveal "details" of a secret
attempt at "world domina-
tion that has been in the
works for at least 200 years
and which is now on the
threshold of being realized."
Chapters include "Zionist
Manipulation of Anti-
Semitism," "Torture of Pa-
lestinian Political
Prisoners" and "Israeli
Assassination Squads and
the Foreign Press."
While defending academic
freedom, University of
Toronto Provost John Foley
said: "The university has a
long-term commitment to
racial, cultural and religious
diversity and actively pro-
motes tolerance among the
many communities that
make up the university."
Canadian Jewish Congress
spokesman Bernie Farber
expressed his satisfaction
that the university has
"completely disassociated
itself from this very obvious
anti-Semitic author."
Mr. Farber added that his
organization is investigating
those associated with Mr.
O'Driscoll in the book, in-
cluding Patrick Clare,
allegedly a Canadian intel-
ligence officer now living in
Syria; Max Dessoir, formerly
a philosophy professor at
Humboldt University in
Berlin; and Michael Adir,
formerly a KGB agent.
"Clearly the book is gar-
bage. It's poorly researched
and published by a one-
bedroom publishing firm.
Anybody that reads the first
three pages realizes it
belongs in the dung heap,"
said Mr. Farber.
Born in Newfoundland in
1938, Mr. O'Driscoll joined
the faculty of the University
of Toronto as an assistant
professor in 1966, becoming
a full professor in 1975. The
university is considered one
of Canada's leading institu-
tions of higher learning.
He teaches at St. Michael's
College, which is affiliated
with the university.
