3 DAYS ONLY Water Talks End In Discord Geneva (JTA) — An interna- tional conference on Middle East water resources con- vened here last week and ended in discord, with the Palestinians saying they would not participate in ad- ditional sessions for the next five months. The Palestinians were ap- parently upset that Israel had rejected their request that a special commission be set up to investigate disputed water rights in the West Bank and Gaza Strip. "The Israelis refused all compromise," Palestinian spokesman Abu Ala was quoted as saying at a news conference here. "As long as we Palestin- ians are not treated as a full partner, the talks cannot succeed," said Riad al- Khourday, the head of the Palestinian delegation. The conference that met here is one of five multilateral working groups set up during the October 1991 Middle East peace con- ference in Madrid to deal with various regional issues. The talks were attended by numerous countries from both the region and beyond. Delegations from the re- gion included Algeria, Bahrain, Egypt, Israel, Jor- dan, Kuwait, Mauritania, Morocco, Oman, Qatar, Saudi Arabia, Tunisia, the Arab Emirates and Yemen. But Syria and Lebanon again boycotted the talks. An additional 29 nations and international organiza- tions participated in the talks. Gen. Freddy Zach, a mem- ber of the Israeli delegation, told the Jewish Telegraphic Agency that for the first time a delegation of the United Nations and the World Bank proposed a pro- ject involving water wells in Jordan. The European Community discussed another water pro- ject for the Gaza Strip. The World Bank submitted a pro- ject for rain- collection, and the Canadian delegation presented projects affecting the whole region. In a statement given to reporters, the Palestinians proposed a national water carrier linking the West Bank and Gaza Strip. "We require Palestinian national institutional building, especially a central Palestinian water resources authority that would enable us to fully manage our na- tional water resources." FRI.
