To Mr. Podhoretz, Ameri- can Jews emboldened Israel's enemies when they criticized Israel's security policies in the past, especially when the Likud Party was in power and Israel was widely unpopular. Only those "whose lives were actually on the line," he writes, had "the standing to criticize what Israel was do- ing; any American Jew who wanted to acquire such stand- ing had only to board a plane for Tel Aviv and claim citi- zenship under the Law of Re- turn." Mr. Podhoretz gives two reasons for now reversing himself. Neither has anything to do with just getting off a plane in Tel Aviv. • Reason No. 1: U.S. Jews' criticism "assumes an entire- ly different weight" than it had when the U.S. "was try- ing to force Israel into taking steps the Israelis considered threatening to their security." Today, Washington and Jeru- salem are both convinced that the peace talks will produce Israeli-Arab amity. Agree- ment between the two capi- tals on Arab-Israel peace was rare in the recent past and, especially, during the Bush administration. • Reason No. 2: Criticizing Israel was politically and morally different when it was being attacked "by everyone." The atmosphere is different now, writes Mr. Podhoretz, "when [Israel's] policies are meeting with general ap- proval." Having ambivalently crossed his moral Rubicon, Mr. Podhoretz declares that "the peace process is a trap from which it will be very hard for Israel to escape." He believes that Israeli Prime Minister Yitzhak Ra- bin is willing to grant auton- omy to Palestinians — not eventual statehood. Mr. Ra- bin has long opposed state- hood, and Mr. Podhoretz believes that it is part of Palestinians' "phased plan" to eventually takeover Israel proper. He's also convinced that the current "love affair with Is- rael will continue as long as Israel goes on doing what the United States wants it to do. Under terms of a combined settlement of three shareholder suits brought against Baxter in the past two years, the company will, within five years, invest the money in research and de- velopment projects in Israel, Baxter spokesman Geoffrey Fenton said. The shareholder lawsuits were spurred by the government's investigation of the firm, which began in 1990. The terms of the set- tlement are subject to ap- proval by shareholders and the Delaware Chancery Court. Seventy-five percent of the profits from the investment will be reinvested in similar projects in Israel over a period of 15 years. "We are delighted," said Will Maslow, editor of the American Jewish Congress publication Boycott Report. The Jewish community has been active in pressing offi- cials to work toward ending the boycott. c\/
