Court Upholds
Neo-Nazi Ban
Bonn (JTA) — A federal
court has upheld a ban im-
posed by the government
several months ago against
• three right-wing neo-Nazi
• organizations.
The Federal Ad-
ministrative Court here re-
jected an appeal submitted
by the groups against the
ban imposed by Interior
I\ Minister Rudolf Seiters.

The court ruled the ban
was legal, since all three
groups had demonstrated
their attachment to Nazi
ideology and values.
/-The legal battle over the
ban is now expected to con-
tinue at the constitutional
court; based in Karlsruhe.
Lawyers representing the
organizations have argued
that the ban is unconstitu-
tional.
In a related development,
the Interior Ministry's
department in the state of
Brandenberg said that right-
wing extremists have re-
cently been operating from a
"defensive position" and
have lost much of their at-
tractiveness in recruiting
youths.
Wolfgang Pfaff, head of
domestic security in
Potsdam, the state's capital,
called this development "a
psychological turning
point."
Mr. Pfaff added that while
attacks on foreigners have
become less brutal, their
number — 60 in this year's
first quarter —is exactly the
same as in the corresponding
period last year.
In other related news, 13
neo-Nazis, ages 14 to 28,
went on trial in the town of
Schwerin, the capital of the
state of Mecklenburg-
Pomerania, on charges of at-
tempted murder in an attack
on a nearby hostel for
asylum-seekers.
No one was hurt during
the attack last July, but
substantial damage was
caused.
The attack had been
carefully planned by local
/
activists of the National
Democratic Party, an estab-
lished far-right group mostly
made up of mostly Nazi vet-
erans.
The main defendants are
Rudiger Klasen and
Heinrich Forster, both NPD
officials. They recruited the
youths who actually carried
out the attack.
