Call The Jewish News 354-5959 Palestinians Urged To Return Jerusalem (JTA) — A dele- gation of European Com- munity leaders, arriving here on the last leg of a Mid- dle Eastern tour, expressed confidence that the Arab governments would return to the peace talks and urged the Palestinians do the same. The E.C. leaders also con- demned, in strong language, the recent spate of terrorist attacks against Israelis, say- ing they point up the urgent need for the peace talks to resume. The delegation arrived in Israel last week, following visits . to Syria, Jordan and Lebanon. The group was led by Danish Foreign Minister Niels Petersen, whose coun- try currently holds the rotating E.C. presidency. It also included Robert Ur- bain, Belgian minister of foreign trade; Mark Elliott, British undersecretary of state; and Hans van den Broek of the Netherlands, the E.C. commissioner for foreign affairs. Mr. Petersen, interviewed on arrival at the airport, said the visit came at "a moment when developments give rise to serious concerns. "The vicious cycle of violence and terror in the oc- cupied territories seems (to be) deepening. It certainly makes itself felt also in Israel," he said. "The European Commun- ity. firmly condemns the re- cent killings, including the murders of two Israeli policemen," he said. Mr. Petersen said con- fidence-building measures are needed by all parties to the conflict. The so-called E.C. troika was welcomed by Israel's deputy foreign minister, Yossi Beilin. "We believe it is important that you are coming in such tense days, in order to have an objective view (of) the conflict," he said. The delegation met with Palestinian leaders Faisal Husseini and Hanan Ashrawi, and later with Prime Minister Yitzhak Rabin. After meeting with the Pa- lestinians, Mr. Petersen said Israel's deportation of some 400 Hamas activists has put the Palestinians in a "difficult position." He said the E.C. considers the action to have been it legal. At the same time, he sar he told the Palestinians tha "they cannot escape part the responsibility for the de teriorating" situation in th 4 territories. He said they "must coop erate in stopping th violence" and should retur to the talks. Mr. Husseini said h stressed to the E.C. leader ' the Palestinian commitmen I. to the peace process. But h hoped they could persuad e the Israelis to stop usin force against the Palestin ians to demonstrate thei support of the peace process. The delegates' meetin : with a top Palestine Libera- tion Organization official i Jordan triggered statement of protest from Israel's For- eign Ministry, which char : ed that such meetings fuel il- lusions that the ground rules for the peace talks can be changed. Those ground rules bar the PLO from directly par- ticipating in the Middle Eas talks. Israel's Foreign Ministr lodged similar objections following recent decisions by Britain and Belgium, taken independently, to resume contact with the top PLO leadership. The European leader were scheduled to hold a news conference Friday to announce. their findings on the trip and then to return to Europe. Vandals Hit Camp Plaque Berlin (JTA) — A plaque commemorating Oranien- burg concentration camp one of the first Nazi camps established, has been desecrated, police said this week. Packets of paint were thrown at the plaque, which is placed on a wall surroun- ding the concentration camp that served the Nazi Storm Troopers between 1933 and 1935, when the nearby Sachsenhausen camp was opened. Police have not identified those responsible for the vandalism. A German supermarket chain had intended to build a market on the site.
