Ambassador
Warns Of Dangers

Los Angeles (JTA) — When
Harry Schwarz, the one-time
German refugee boy who is
now South Africa's ambas-
sador to the United States,
looks at post-Communist
Europe, he sees warning
signs going up for Diaspora
Jews.
"The state of Russia today
reminds me of the instability
and disillusionment of the
Weimar Republic," said Mr.
Schwarz, referring to the
post-World War I German
government, whose
weakness and unsteadiness
paved the way for the Nazi
regime.
The political instability in
Russia and elsewhere re-
quires two reactions from
Jews, he said. "They must be
cautious and wary, and they
must participate to keep
democracy functioning. The
outcome will determine if
Jews can continue to live in
the Diaspora."
South Africa, too, faces
radical changes, acknowl-
edged Schwarz, a lifelong
fighter against apartheid
and veteran opposition poli-
tician.
"To give the - vote (to non-
whites) is not enough," Mr.
Schwarz said. "We have
learned that freedom is in-
complete if people continue
to live in poverty."
Mr. Schwarz, a tall, aris-
tocratic-looking man of 68,
was in Los Angeles to ad-
dress an Israel Bonds event,
sponsored by the resident

South African Jewish corn-
munity.
His presence illustrated
his dual role as "ambassador
of my country and in my per-
sonal capacity as a Jew. I try
to make it clear when I
speak as ambassador and
when I am not."

Dinitz Pledges
Cooperation

Jerusalem (JTA) — Jewish
Agency Chairman Simcha

Dinitz says he and the Jew-
ish Agency will cooperate
fully with a police investiga-
tion into alleged financial ir-
regularities at the agency.
The investigation was
triggered by a formal com-
plaint from Likud Knesset
member Limor Livnat
following a report by the
Jewish Agency comptroller
on the agency's financial af-
fairs that was made public in
February.
The report was prompted,
in part, by highly publicized
charges that Mr. Dinitz
misused Jewish Agency
credit cards, including for
personal business. The <
charges were an em-
barrassment to the agency,
Nvhich is the largest reci-
pient of funds collected in
the United States by the
United Jewish Appeal and
in other countries by Keren
Hayesod.
