the Palestinians, and con-
struction projects are slowing
down because not enough
skilled laborers can be found.
Some 1,200 farm workers
from the territories, vouched
for by their employers as
trustworthy, have been al-
lowed to come back to work.
And a lot of bosses are de-
manding the right to import
thousands more cheap, hard-
working laborers from Thai-
> land to take up the slack.
But Mrs. Namir, strict La-
bor Zionist that she is, is un-
sympathetic. "Since 1967,
we've become happily and
painlessly accustomed to hir-
ing cheap laborers, and it's
\ hard to break this habit all at
once," she said in an interview
on Israel Television. Many
people, especially in the press,
think the campaign won't
work — that like before, Is-
raeli workers will find the
Palestinians' jobs too strenu-
ous and will quit. Israeli em-
ployers will keep wages and
conditions at such low levels
) that no Israelis will want the
jobs, and the Palestinians will
be back, say the skeptics.
But a lot of employers and
government officials who are
_ watching the trends think dif-
ferently. Gad Fisch, head of
the Tel Aviv-area unemploy-
ment office, said that in the
first two days of the closure of
the territories, some 1,000
jobs held by Palestinians were
offered to Israelis, and about
800 of these positions found
takers.
"There's no choice," he said.
"Sooner or later, employers
are going to have to get used
to working with Israelis —
Jews and Israeli Arabs.
They're going to have to raise
salaries so Israelis are willing
to work, and they're going to
have to improve the physical
and sanitary conditions at the
workplace which, unfortu-
nately, they thought was good
enough for the Palestinians."
Those who think the push
for "avodah Ivrit" won't work
should visit the open-air
Carmel Market in Tel Aviv.
Until about three years ago,
the produce and dry goods
kiosks there were manned by
many hundreds of workers
from Gaza and the West
Bank.
But the kiosk owners, frus-
trated by having to do with-
out help during the many
strikes, closures and curfews,
began hiring Jews and Israeli
Arabs to take the Palestini-
ans' places. It didn't happen
overnight, but now there are
maybe a few dozen Palestini-
ans left working in the mar-
ket — all the rest of the men
tossing watermelons off
