Elects Head

Berlin (JTA) — Jerzy Kanal
has been elected chairman of
Berlin's Jewish community
in the first contest for the
post held since the once
separate East and West
Berlin communities were
reunited.
The community of about
9,000 voted between Kanal's
Liberal Jewish Bloc and an
opposition list headed by
Moishe Waks, 41, former di-
rector of the community
youth center.
Mr. Kanal, 71, a busi-
nessman who formerly serv-
ed as vice chairman of the
Berlin Jewish community,
had taken over as chairman
following the death last July
of Heinz Galinski.
Mr. Galinski had led the
West Berlin Jewish com-
munity since 1949 and
headed the entire country's
Jewish community since
1988.
The current head of the
country's Jewish community
is Ignatz Bubis.
In the elections, Kanal's
Liberal Jewish Bloc retained
its majority in the 21-person
assembly. However, it lost
four of its previous 15 seats,
receiving 1,731 votes.
Mr. Waks' opposition got
1,518 votes, winning 10
seats, four more than before.
Voter participation was
low at about 40 percent,
down from about 55 percent
in the West Berlin elections
held four years ago.
This was the first cam-
paign held after Mr. Galin-
ski's death, and it was the
most bitter so far.
Mr. Waks' supporters
accused Mr. Kanal of using
his position for personal
benefit, an accusation re-
jected vehemently by Mr.
Kanal.
Mr. Kanal admitted he ex-
pected a more solid victory.
Mr. Kanal said the
sometimes dirty campaign
has certainly damaged the
reputation of the Jewish
community. The new chair-
man made it clear that the
five-member managing
board will not include any
opposition members.
Mr. Waks was satisfied
with the results as well. He
interpreted the vote as an
urgent appeal for changes in
the community.
Mr. Waks had suggested in
his campaign that in the
future, community members
vote for individuals, rather
than by party lists. Mr.
Waks said the results in-
dicated support for that pro-
posal.
