unionism, less "socialism."
If all this means that peo-
ple are getting fired, that the
circle of poor people is get-
ting wider while the rich
keep climbing the ladder,
that more wealth is in fewer
hands — well, they say, it's
not just happening in Israel.
The economy is "restructur-
ing," you see, it's this
Information Age, post-
industrial business, it's this
"global" thing. It'll all trick-
le down sooner or later.
And if it doesn't? Well,
that's the free enterprise
system, that's nature, that's
the way God wants it. Better
not tinker with it, you saw
what happened to Russia.
The Babbits of Israel can
be a little slow on the up-
take; they never got over
their infatuation with
Reaganomics.
In America, the dream of
the 1980s is dead. In Israel,
the dream of the 1990s —
that hundreds of thousands
of Russian immigrants, with
all their scientific and
technological skills, would
jump-start the economy —is
dead, too. About one-third of
them are unemployed, and a
great proportion of those
who do work have jobs well
below their capabilities, es-
pecially those who are scien-
tists and academics. Instead
of their lifting up the Israeli
economy, as was predicted
four years ago, Israel still
finds itself trying to keep the
Russians' heads above
water.
The mobile home parks,
where many thousands of
immigrants live, have
become isolated outposts of
depression, social tension,
crime and, in some cases,
prostitution. The govern-
ment, seeing that it has
ready-made slums on its
hands, is trying to move
immigrants into apartments
by cheaply selling the
surplus homes that the
Likud government built for
the immigrants who never
came. These low-cost apart-
ments are a hit with work-
ing-class Israelis, who have
more money than immi-
grants for down payments
and mortgages. The close-
out sale on apartments is the
single visible economic
achievement the govern-
ment can claim.
"Israel is waiting for
Rabin" was the campaign
slogan a year ago. Today, it
might be said that Israel is
waiting for Clinton, for an
Israeli Clinton, for Rabin to
act like Clinton. Israel is
waiting for hope to come
back, like it has to
