Netanyahu launched his bid
for the Likud chairmanship
almost as soon as the election
was over, filling the vacuum
left by the rest of the party's
demoralized leadership. Mr.
Shamir had announced his in-
tention to retire as soon as he
could be replaced. Mr. Arens
(who had long been mooted as
Mr. Shamir's heir apparent)
dropped out of politics alto-
gether.
Ariel Sharon and Mr. Levy
— the next generation of
Likud politicians — had fall-
en into lethargy, if not quite
eclipse. And the so-called
princes, of whom only Benny
Begin had thrown his hat into
the ring, were slow in getting
their campaigns into gear.
By the time Mr. Levy, Mr.
Begin, and the amiable but
lackluster Moshe Katzav had
hit the hustings, Bibi was al-
ready far ahead in the polls.
Mr. Netanyahu's campaign
style has often been compared
to that of Bill Clinton. But
rather than strike a new note
in Israeli politics, he has ac-
tually adopted the formula
used last year by Yitzhak Ra-
bin: "I am the man who can
win."
Not that Mr. Netanyahu
lacks a policy line. Of the four
primary Likud leadership
contenders, he was the most
aggressive hardliner — to the
point where one political ob-
server quipped that "the lips
are Bibi's but the words are
Sharon's."
Not only is he opposed to
any territorial compromise
with the Palestinians but, like
Mr. Sharon, he supports the
position that "Jordan is Pales-
tine." He has also played
heavily on the recent deteri-
oration of internal security
and, in terms likewise remi-
niscent of Mr. Sharon, speaks
of fighting terrorism with
"vigor, resolve and initiative"
rather than "gestures, con-
cessions, and capitulation."
Still, Mr. Netanyahu
pushed sheer popularity as

his strongest card. Yet he
gambled it on the misstep
that has come to be known as
"Bibigate."
In mid-January, his wife,
Sarah (his third spouse), re-
ceived a phone call threaten-
ing to expose him as a
philanderer unless he
dropped out of the race. In an
attempt to foil the plot, Bibi
went straight to the prime-
time news and confessed to an
extra-marital affair but tried
to turn the incident to his ad-
vantage by accusing an un-
named "senior figure in the
Likud" of blackmail and oth-
er "underworld-style" tactics.
Only afterward did he lodge
a complaint with the police,
whose investigation has so far

failed to turn up either the
"torrid tape" (allegedly show-
ing the candidate in flagrante
delicto) or any other solid ev-
idence of a criminal plot.
Meanwhile, however, Mr.
Netanyahu's charges had
sparked a virtual war with
Mr. Levy, who presumed that
he was the figure accused of
underhanded ways and de-
manded that if the police in-
vestigation proved
inconclusive, Mr. Netanyahu
should both apologize and
drop ignominiously out of the
race.
At first it looked as though
Bibigate would be a formida-
ble setback for Mr. Ne-
tanyahu. His confession of
infidelity was reported to
have reduced his support`
among both religious and
women voters, to say nothing
of citizens who regarded the
affair as transparently melo-
dramatic and tasteless.
Mr. Levy took the tack that
a man who "acts in haste" and /\
exhibits the "poor judgment"
shown by Mr. Netanyahu in
rushing onto television with

"I am the man who
can win."

unsubstantiated charges is
not prime minister material.
He was joined by more refined
sniping from Mr. Begin, who
disparaged Bibi's experience, (
portrayed him as an ideolog-
ical featherweight and
mocked the ephemeral quali-
ty of "popularity" as the chief
qualification for high office.
Yet for all that, Mr. Ne-
tanyahu's lead in the polls re-
mained safely above the 40
percent required to win the
primary outright. Right after
the start of the "torrid tape"
affair, it had slipped from 60
percent to 55 percent, but still
stood at a solid 49 percent just
days prior to the primary
vote.
A Gallup poll published last
Friday also showed him run-
ning neck and neck with in-
cumbent Yitzhak Rabin (23
percent each) as the nation's
preferred candidate for prime
minister — bolstering his con-
tention that he alone among
the Likud rivals was capable
of outpolling Mr. Rabin in a

future election.
Barring unforeseen cir-

cumstances, however, Israel's <

next national election is still

years away. Meanwhile, the
chairman's first task will be
to bind up the wounds creat-
ed by the vituperative prima-
ry, and the fact is that Bibi
Netanyahu has had no expe-
rience at that.
