Call The Jewish News 354-5959 Washington (JTA) — In yet another demonstration of growing concern here in the wake of the World Trade Center bombing in New York, Rep. Charles Schumer, D-N.Y., this week introduced legislation aimed at cracking down on do- mestic terrorism. Mr. Schumer, who serves as chairman of the House Judiciary subcommittee on crime and criminal justice, introduced his bill at a sub- committee hearing examin- ing whether recent events possibly tied to terrorism were isolated incidents or part of a growing trend. The proposed legislation, the Terrorism Prevention and Protection Act of 1993, would "establish a new fed- eral offense for domestic ter- rorism and another for pro- viding material support to terrorists," Mr. Schumer said in a statement. Currently, there is no separate federal offense for engaging in domestic terror- ism. Mr. Schumer's bill would make such crimes punishable by death when they result in death. The bill would also require "taggants," or easily iden- tifiable chemicals, to be used in all explosives manufac- tured and sold in the United States. This would aid in tracing explosives like dynamite, in the event of a terrorist bombing. And the legislation would establish "pre-inspection stations" in international airports to help keep illegal aliens out of the country. Mr.Schumer said in the statement that his concern was sparked by the World Trade Center late last mon- th, the recent killings of CIA employees outside CIA headquarters in Virginia and reports of Middle East- ern terrorist groups operating in the United States. At the hearing, witnesses disagreed on whether the events were part of a larger trend toward increased do- mestic terrorism. FBI Direc- tor William Sessions played down the events as isolated incidents, while James Fox, head of the FBI's New York office, suggested more of an ongoing trend. The attack at the trade center, Mr. Sessions said, is not "the opening act in a coming wave of terrorism." But Mr. Fox said that the incident was "organized by a large, well-known terrorist group." He added, without naming the group, that "it's a group that knows what they're doing. This was not a group of ad-hoc terrorists." Mohammed Salameh, the first suspect charged in the trade center bombing, is a Jordanian citizen of Pales- tinian origin who is suspected of having funda- mentalist ties. He has been linked to a New Jersey mosque headed by an Egyp- tian cleric who openly sup- ports violence in the name of Islam. Maj. Gen. Mitzna Runs For Mayor Jerusalem (JTA) — Maj. Gen. Arm-am Mitzna, a pop- ular if controversial Israel Defense Force general who retired from his military ca- reer last week, has announc- ed he will run for mayor of Haifa. Maj. Gen. Mitzna said he would decide within the next few days whether to compete in the Labor Party primaries for the mayoral candidate or whether to run as an in- dependent. Maj. Gen. Mitzna attracted national attention as a colonel during the war in Lebanon when he wrote a letter to the army's chief of staff asking that he be suspended from his duties because of his "lack of con- fidence" on the political level. The letter, which was subsequently leaked to the news media, was clearly re- ferring to then-Defense Min- ister Ariel Sharon. In parting interviews this weekend, Maj. Gen. Mitzna said he took some of the credit for Mr. Sharon's subsequent removal from the Defense Ministry, following recriminations leveled at the defense estab-
