Jerusalem (JTA) — Israel's
top policeman, Chief
Superintendant Yaacov
Terner, will retire in seven
months and, according to po-
litical sources, plans to enter
politics as a mayoral can-
didate for Beersheba on the
Labor ticket.

Mr. Terner, a controversial
figure within the force, ap-
parently wanted to seek the
mayorship of Tel Aviv, but
popular war hero and Labor
Knesset member Avigdor
Kahalani said he was plann-
ing to run for that office and
would not withdraw his can-
didacy in favor of Mr.
Terner.
After newspapers reported
this week that Mr. Terner
was holding discussions with
top Labor Party leaders,
Police Minister Moshe
Shahal announced that Mr.
Terner would have to end his
term on Rosh Hashanah,
seven months earlier than
originally slated.

Mr. Shahal said he had
been forced to end Mr.
Terner's appointment early
because it was inconceivable
for an officer in uniform to
discuss entering politics

with representatives of any
party.
The police minister warn-
ed that if Mr. Terner con-
tinued his political discus-
sions, he would have to
resign immediately.
Mr. Terner himself has
formally declined to corn-
ment on the spate of news
reports speculating about
his entering politics as a
Labor mayoral candidate.
Mr. Terner assumed his
present post more than three
years ago, after a
distinguished career in the
Israeli air force. His ap-
pointment, however, caused
ill feeling within the police
force, and this atmosphere
has never entirely
dissipated.
Recently, Mr. Terner in-
itiated a series of sweeping
changes in the top echelons
of the police, forcing many
senior and older officers to
quit the force.
The media has speculated
about possible replacements
for Mr. Terner, mentioning
Gen. Yitzhak Mordechai,
army chief of the Northern
Command, and Assaf Hefetz,
Tel Aviv area police com-
mander.

Arab MK Facing
Charge Of Sedition

Jerusalem (JTA) — An Arab
Knesset member who urged
Palestinians in Gaza to fight
Israeli occupation by
"whatever means possible"
has been partially stripped
of his parliamentary immu-
nity and may face criminal
charges for sedition.
Attorney General Yosef
Harish has said he wanted to
charge Knesset member
Hashem Mahamid with in-
citement to violence and
sedition, but the Knesset
would have to vote to remove
completely Mr. Mahamid's
immunity before criminal
charges could be pressed
against him.
Mr. Mahamid, a Knesset
member from the Commu-
nist-affiliated Hadash party,
was recently stripped of his
parliamentary privilege to
enter closed military zones
for a period of three months.
Mr. Mahamid has appeal-
ed the Knesset's action to
take away his privilege of
unlimited freedom of move-
ment and was originally

scheduled to argue his case
before the High Court of
Justice.
Mr. Mahamid postponed
the hearing, saying he
wanted to wait until the at-
torney general decided
whether or not to ask the
Knesset to proceed with
stripping him of all immuni-
ty.
At the heart of the con-
troversy is the speech Mr.
Mahamid made at a rally in
Gaza two months ago to ex-
press solidarity with the Pa-
lestinian activists tem-
porarily expelled by Israel
last December.
Mr. Mahamid told the
crowd to resist the Israeli oc-
cupation by "whatever
means possible, not only
stones."
The statement was widely
interpreted as an indirect
call for armed revolt against
the Israelis.
Mr. Mahamid insisted that
it was merely a legitimate
call to resist the occupation,
not a call for revolt.
