executive director of the Na-
ional Conference on Soviet
Jewry (NCSJ). "Pickering is
certainly in that category."
NCSJ, he said, is trying to
set up a meeting with the
new ambassador as soon as
possible.
But in a curious move, the
administration has ap-
pointed longtime Clinton
friend and Time magazine
columnist, Strobe Talbott, as
ambassador-at-large and
special adviser to oversee re-
lations with the former
Soviet republics. It is not
clear yet what kind of role
that will leave for Mr.
Pickering.

Religious Freedom
Battle Rages

A quiet battle is raging over
the Religious Freedom Res-
toration Act, which aims to
reverse a Supreme Court
decision in the so-called
"peyote case" that many re-
ligious activists say
threatens religious
minorities.
Supporters of the bill, led
by Rep. Charles Schumer,
D-N.Y., are seeking a co-
sponsor who could help
defuse the Catholic Church's
ferocious opposition that
stalled the bill last year.
The U.S. Catholic Con-
ference is still urging legis-
lators not to support the
measure. Catholics claim
the bill would promote abor-
tion.
President Clinton's recent
lifting of Reagan-era restric-
tions on abortion could in-
directly boost the bill. Said a
Capitol Hill aide, "Sudden-
ly, Catholics have their
hands full with the 'gag rule'
and the Freedom of Choice
Act."
