Since its inception in 1895, the agency has grown — and so has the demand for its services. For instance, in 1973, before the first wave of refugees from the Soviet Union, HFL made 45 loans totaling $18,000. Last year, it issued 613 loans totaling $1.4 mil- lion. After 70 years of work- ing for HFL as a legal adviser and board mem- ber, Myron Schiffman has witnessed the explosion in loans. "The small acorn grew into an oak tree," said Mr. Schiffman, 89. "In 1923, we were making loans of $25." Today, a general HFL loan is $2,000. It must be repaid on a weekly basis within a year. HFL, which predates the Jewish Federation of Metropolitan Detroit, became a founding agency of Federation in 1926. It receives operating funds from the Federation and direct donations. Loans also come from donations that have accumulated over the past 97 years. The agency has also begun to accumulate endowments, the interest from which will be used for more loans. During its existence, HFL has diversified. It now manages an account specifically for new Americans and adminis- ters the loan program of the Neighborhood Project. In this capacity, HFL has given 500 loans to Jewish people moving into Oak Park and Southfield. These loans can be for much as $8,000. HFL also coordinat, JELS, Jewish Education Loan Service.
