Tel Aviv (JTA) — Israel's
national police force has
been accused of widespread
brutality and cover-ups in a
government report prepared
by the police comptroller.
The comptroller, army re-
serve Maj. Gen. Avraham
Adan, said that brutality by
the police corps is an
"intrinsic problem."
Police Minister Moshe
Shahal and Police Inspector
Ya'acov Terner rejected the
report's charge that brutal-
ity was widespread and in-
trinsic to the force, but they
have agreed to set up a
committee to examine the
report's findings and rec-
ommend reforms.
Mr. Shahal said he decided
to publicize the comptroller's
report widely, stressing that
the public had a "right to
know" about its police force.
Mr. Terner, a long-time foe
of Mr. Adan, remarked after
the news conference that
"most of the report is accep-
table to us. But we have one
major point of disagreement
— that some sort of
`organizational culture' is
somehow fueling violence
and lying."
In his 76-page report on
"The Police Force and Police
Brutality," Mr. Adan stress-
ed that the top police brass
failed to deal with the situa-
tion.
"Despite the intensive
effort (to deal with police
brutality) in the past decade,
it appears" that "the extent
/- of the problem has not
diminished," Mr. Adan
wrote.
Mr. Adan criticized the
"organizational structure of
the police force, which con-
tinues to turn a blind eye to
/= police violence" and charged
that "policemen found guilty
of misconduct are rarely
punished severely, and in
some cases are promoted."
The report said that some
1,800 complaints of police
misconduct, involving more
than 2,700 policemen, were
filed last year. The figure
represented the highest
number of complaints since
1984.
The report's findings, as
well as "the trail of lies" left
by police officers to cover up
wrongdoings, has been turn-
ed over to the Justice Min-
istry's Division of Police In-
vestigations, Mr. Adan said.
