The decree says that a

ration camp in a northern
burb of Paris.
Some 13,000 Jews, men,
women and children includ-
ed, were arrested during
those roundups. Almost all
ere deported to Auschwitz
and gassed upon arrival.
The Vel d'Hiv was torn
down in the 1960s, and an of-
fice building for the Ministry
of Interior was built there
instead.
The French president's
decree also says that a pla-
ue will be affixed in Izieu,
t near Lyon, where over 40
Jewish children stayed in
c hiding until they were
.discovered by SS officer
Klaus Barbie.

The "butcher of Lyon," as
Barbie was known, learned
about the Jews from an in-
former and arrested the
children. They were later
deported and killed.
Mr. Mitterrand's repeated
refusal to officially acknowl-
edge that France should
take some responsibility for
the deaths of tens of
thousands of Jews at the
hands of the wartime Vichy
regime has long been a bone
of contention in the Jewish
community.
The debate turned even
more bitter last fall when
Mr. Mitterrand laid a
wreath on the grave of Mar-
shal Philippe Petain on Nov.
11, the armistice day of
World War I.
While Mr. Petain is
celebrated as a war hero for
his role in World War I, he is
also vilified by Jews for col-
laborating with the Nazis in
World War II.
In Mr. Mitterrand's own
ranks, many voiced their
disapproval of the presi-
dent's attitude.
"One cannot dissociate the
victor of Verdun from the
traitor of Vichy," said
various political leaders,
protesting against the tradi-
tion initiated by Mr. Mitter-
rand to lay a wreath on Mr.
Petain's tomb every year.
Mr. Mitterrand said at the
time he would do something
to correct the situation.
Observers said the newly
announced Commemoration
Day appears to be Mitter-
rand's answer to the critics.

Muslim Leader
Has Died

Jerusalem (JTA) — Sheik
Sa'ad a-Din al-Alami, the
senior Moslem religious
leader in the West Bank and
east Jerusalem, died last
weekend at his home in
Jerusalem at the age of 82.
The cause of death was heart
failure.
Sheik al-Alami was mufti,
or senior Islamic clergyman,
since 1954, when he was ap-
pointed to the post by the
Jordanian authorities.
Since 1981, al-Alami was
also head of the Supreme
Moslem Council, which is
responsible for the religious
affairs of all Moslems in the
administered territories;
and for the religious trust
properties — the Waqf —
that are worth millions of
dollars.
