The Association for the Rights of the Disabled, formed under the auspices of the Association of Civil Rights in Israel, is the first organization in Israel to ad- vocate for systemic change for people with disabilities. The association will fight for broad change through the Knesset, the courts and public education. The group's ultimate goal is to integrate disabled citizens into the mainstream of Israeli society. "When I visited mental in- stitutions in Israel I was struck by the disparities in the quality of care — some care was excellent, some was woefully inadequate," said Norman Rosenberg, ex- ecutive director of the New Israel Fund and a former mental- health attorney. "The association will work across the board to enforce standards of adequate care and to ensure that people with disabilities have an op- portunity to participate fully in society." Despite the fact that there are some strong laws protec- ting Israelis with disabilities, these laws are typically not enforced diligently by government agencies, said a New Israel Fund spokeswoman. As a result, many of the thousands of Israeli citizens with disabilities are isolated and denied benefits, hous- ing, education and other vital services. The association will begin its work with people regard- ed as developmentally disabled, which includes those with mental retarda- tion, or who suffer from autism, cerebral palsy and organic brain damage. The Association for the Rights of the Disabled was one of two new agencies awarded seed funding by the New Israel Fund, a social- action philanthropy. A $50,000 grant was given to the Association for the Rights of the Disabled, and $45,000 was given to the Na- tional Council for the Elder- ly, Israel's first watchdog group for the elderly.
