"It was an opportune time
to balance the iron-fist ges-
ture with a velvet-glove ges-
ture," he said. "And I think
there was a lot of pressure
within the Labor Party to lift
the ban and move gradually
to direct negotiations with
the PLO."
Despite the ban, private
meetings between Israelis
- and the PLO have been going
( on for years. Palestinian rep-
resentatives at the peace
talks repeatedly have as-
serted that they take direc-
• tion from the PLO, though
the organization was barred
from the negotiating table.
"The PLO has always been
in the driver's seat," Mr.
David said. "It's just more up
front now."
In recent months, a num-
ber of Knesset members have
• expressed support for direct
negotiations with the PLO,
and an Israeli poll showed
that the majority of Labor
\ Party MKs favor such a
• move.
Meanwhile, in Tunis, the
PLO welcomed the Knesset
vote as "a new, real and seri-
ous step toward establishing
a just and comprehensive
peace in the region," said
• PLO Spokesman Bassam
Abu-Sharif.
The move will "go a long
way toward creating a bet-
ter understanding of the PLO
and improving chances for
peace," added Hanan
• Ashrawi, spokesman for the
Palestinian delegation to the
