The toughest nut to crack is
the Palestinians. Aside from all
their fundamental differences
with Israel at the negotiations,
• the Palestinian team, at least for
now, doesn't even intend to show
up at the next round of talks; they
still insist on the return of the
400-plus Hamas deportees as a
condition for their appearance.
Still, a senior government of-
' ficial close to Mr. Rabin said in
an interview, "with the Pales-
tinians, we have a long way to
\, go, but we don't have the feeling
( we're at a deadlock."
Mr. Rabinovitch doesn't expect
real progress to take place at the
/— negotiating table until spring, the
Clinton administration will need
some time to settle in, and the
• Muslim holiday of Ramadan,
• which lasts from late February
to late March, will put the talks
into a lull.
But after that period, he thinks
"the peace talks may prove an
early success. We're near an Is-
raeli-Syrian agreement, and this
would be a feather in the new ad-
• ministration's cap...The engine
(of the peace talks) is in Wash-
ington."
With all its admonishments
to let Israel settle its own affairs
with the Arabs, the Rabin gov-
ernment believes that Bill Clin-
ton must stand by his campaign
pledge to make Middle East
peace a major American priority
if peace is to come. "We need at
;= least the same amount of dedi-
cation and commitment from the
Clinton administration (as was
I\ shown by the Bush administra-
2 lion)," said a government official,
who insisted on anonymity.
Mr. Rabinovitch said he was
heartened by Mr. Clinton's state-
ments that he would not neglect
foreign affairs for domestic ones.

retary of State Warren Christo-
pher and National Security
Adviser Anthony Lake were more
pro-Israel or more pro-Arab, and
Mr. Beilin said the criticism that
Mr. Christopher and Mr. Lake
were receiving from some Amer-
ican Jewish leaders, who always
\ ,-3 remained nameless, was "getting
on (his) nerves."
Precisely what moves Israel
might like the Clinton adminis-
tration to take in its role as bro-
ker is something government
officials are not discussing. Prime
Minister Rabin and Foreign Min-
• ister Shimon Peres hope to meet
with their new counterparts in
Washington sometime soon, and
the answers will have to wait
until then. ❑
