an outlet in a 10-year-old magazine.

istorically,
U.S.
State Department
bureaucrats and ca-
reer foreign service
diplomats have been
anti-Israel. But since
their positions are not
subject to major public ex-
posure, it has always been
difficult to "prove" these as-
sessments.
Those who question the
enmity of these officials
might consider the maga-
zine, The Washington Re-
port on Middle East Affairs,
which is so virulently anti-
Israel that even Arabs
might be embarrassed.
Its publisher is Andrew J.
Killgore, former ambassador
to Qatar during the Carter
administration, and its edi-
tor is Richard H. Curtiss,
who at the time of his re-
tirement from government
service was chief inspector
for the U.S. Information
Agency.
Under their leadership,
the magazine reflects the
one-sidedness of U.S. State
Department officials who
might as well hold Arab cit-
izenship.
The table of contents
alone is like reading a sum-
mary of the Arab propagan-
da aimed at Israel over the
years. Here is just a sample
from one of its issues:
"Israel's Solution to the
`Palestinian Problem': Death
Squads, Taxes and Exile,"
"Israel's Nuclear Strategy,"
""Walking Through Israeli
Jails For Peace," 'The Lavon
Affair: When Israel Fire-
bombed U.S. Installations in
Egypt," and the list goes on.
The masthead states that
the Washington Report has
been published since 1982
by an organization called
the American Educational
Trust (AET), which is billed

incorporated in Washington,
D.C. by retired U.S. foreign
service officers.
The publication's objec-
tive: "To provide the Amer-
ican public with balanced
and accurate information
concerning U.S. relations
with Middle Eastern states."
The masthead also lists
former U.S. Senators
Charles Percy, of Illinois,
and J. William Fulbright, of
Arkansas, as members of
AET's Foreign Policy Com-
mittee. Very harsh critics of
Israel when they were mem-
bers of the U.S. Senate, they
presumably give advice on
the direction and content of
the magazine.
A special edition newslet-
ter of the Anti-Defamation
League said that during
AET's 10-year history, it has
referred to American Jew-

ish supporters of Israel as a
"monstrous cancer in the
American body politic" and
accused "Israel's zealous
supporters" of "occupying in-
fluential positions through-
out U.S. society — not just
in the media . . ." This is
standard anti-Semitic rhe-
toric.
The ADL said Mr. Killgo-
re and Mr. Curtiss have tar-
geted the American Jewish
community "as the scape-
goats for the continuing tur-
moil in the Middle East."
Their publication expressed
its appreciation of Patrick
Buchanan's vision of U.S.
foreign policy and his char-
acterization of American
supporters of Israel as being
"Israel's amen corner."
The ADL also reported
that AET places anti-Israel
advertisements in major
newspapers across the

country.
Michael Lewis, American
Israel Public Affairs Com-
mittee deputy director of re-
search and information, also
has written about the mag-
azine, stating that it has
published stories that Israel
was involved in everything
from John F. Kennedy's as-
sassination to the connec-
tion between the Watergate
revelations and Nixon's
plans for his second term for
Israel.
"How many people are
aware of the four-decade-
long media conspiracy di-
rected at removing or
discrediting presidents and
congressmen critical of Is-
rael?" AIPAC's Lewis asked
in an article, indicating that
these were "disclosures" one
could find in the Washing-
ton Report.
